About the Program

The Resilient Pathways Program provides intensive case management services to reduce the impact of substance use on families and children in the community. 

In 2025:

• 35% of Children Protective Services reports in the locality involved substance use.
• 39% of child fatalities in Virginia had substance use as a contributing factor.
• 75% of juvenile court cases in the county involved a substance use component. 

This program is designed to support recovery while helping families build resilience, strengthen protective factors, and achieve lasting stability. 

Purpose

The Resilient Pathways Program is designed to:

• Reduce substance use among parents, caregivers, and children.
• Increase access to prevention, early intervention, treatment, and recovery support services. 
• Help prevent foster care placements and court involvement whenever it is safe and appropriate to do so. 
• Promote positive parenting practices and support the healthy development and well-being of children within the family unit. 

Services Offered

Participants may receive:

• Initial substance abuse assessments.
• Individualized case management and ongoing support sessions.
• Referrals and connections to community resources including:
  • Detoxification and rehabilitation programs.
  • Medical and behavioral health care.
  • Public assistance benefits.
  • Employment and workforce development programs.
  • Relapse prevention services.
  • Education and skill-building focused on:
    • Positive parenting.
    • Healthy communication.
    • Coping and stress management.
    • Self-Care and overall well-being. 

Eligibility

The Resilient Pathways Program serves individuals and families who meet one or more of the following criteria:

• Parents or caregivers who are currently using substances or have a history of substance use. 
• Postpartum women who have delivered a substance-exposed infant. 
• Children and youth involved with the court as a Child in Need of Services (CHINS) or Child in Need of Supervision (CHINSup) who have substance use concerns.
