The 2026 Rural Lands Plan is a new component plan of the Clarke County Comprehensive Plan which focuses on key issues and future decision-making that impact the County’s rural, unincorporated areas.  These areas include:

• All areas located outside the corporate limits of the Towns of Berryville and Boyce and the designated Business Intersections of Waterloo and Double Tollgate

• Unincorporated villages and named communities including Millwood, White Post, Pine Grove, and Frogtown

• Subdivisions in the valley areas such as Keeneland, Blue Ridge Estates, Blue Ridge Downs, and Greenway Vista

• Subdivisions in the mountain areas such as Shenandoah Retreat, Shenandoah Farms, River Park, Calmes Neck, and Carefree Acres

The Rural Lands Plan replaces two existing component plans – the Agricultural Land Plan and the Mountain Land Plan – and adds new planning guidance and recommendations for the villages of Millwood and White Post.  Combining all of the County’s unincorporated areas into a single plan allows for key issues and impacts to be addressed which apply generally across these areas.  A combined plan also allows for recommendations to be customized to recognize issues that are unique to the valley areas, mountain areas, and unincorporated villages.
