The Rural Lands Plan is a new implementing component plan of the Clarke County Comprehensive Plan that was developed by the Planning Commission's Comprehensive Plan Committee and adopted by the Board of Supervisors on August 18, 2026. This Plan provides guidance for decision-making in the County's rural, unincorporated areas outside of the Towns of Berryville and Boyce and the business intersections in Waterloo and Double Tollgate. The Plan replaces the County's Agricultural Land Plan and Mountain Land Plan and incorporates the concept of a Village Plan for Millwood and White Post as recommended by the Comprehensive Plan.
