The Clarke County Purchasing Department, on behalf of the Clarke County Sanitary Authority (CCSA), is soliciting competitive sealed proposals from qualified vendors to provide for the operation and management of a water and sewer system serving certain areas of Clarke County.

There will be a pre-proposal meeting at the Boyce Wastewater Treatment (162 Howards Lane, Boyce, VA 22620) on Friday, April 12, 2024 at 10:00 a.m.   The meeting will give interested vendors the opportunity to view the Wastewater Treatment Plant and the Water Treatment Plant and ask any questions.  Attendance is not mandatory, but is highly recommended.

Sealed proposals should be clearly marked, “RFP #24-0430 Utility Management: Clarke County Sanitary Authority” and must be received by the County in at least one of the two ways below: 

  • By delivering the sealed proposal in the Clarke County Purchasing Office before 3:00:00 p.m. (local prevailing time), Tuesday, April 30, 2024.
  • By posting electronically on eVA before the deadline of 3:00:00 p.m. on Tuesday, April 30, 2024.

 Proposals received after the due date of 3:00:00 p.m. on Tuesday, April 30, 2024 will not be accepted.
