- The Circuit Court is a Court of Record. Its functions are to record all land records including Deeds, Wills, and Estates; to docket judgments, record financing statements and partnerships; to issue passports and marriage licenses. ( A marriage license is $30. There is no blood test and no waiting period. Proper Photo ID required). Circuit Court handles all Chancery, Common Law and Criminal matters for the County and Towns.
